The term was allegedly in an earlier draft of the bill but was removed when objections were raised. I personally have never seen the earlier drafts so I have no idea whether that is true or not. Fortunately, even if it had been in there cooler heads prevailed and it was removed. Too bad they didn't remove the other 50,000 words and maybe Oblamer would be coasting to reelection. Typical over reach....
