Yeah, that was totally unclear if that was your intent...which is suspect. But if you think they are handled the same way you are exactly wrong and either ignorant or you are lying. First, a registered voter must request an absentee ballot using all their personal information, a certification statement and a signature. It is then confirmed by the secretary of state and a ballot is then mailed to the person that requested. Presumably if you are dead or have moved you aren't going to request an absentee ballot although someone else could obviously do so.
With the concept of mail in ballots every single person that is listed as a registered voter has a ballot mailed to the address of their registration. As we have seen where this is tried it is rife with fraud. Much worse than absentee ballots.
