So, WW, I'm not sure where you got your information.

One disturbing thing I did read lately that I know to be true. That many federal employees are promoted to a higher grade without taking on a new job or more responsibility. I know in the DoD, there were plenty of "Special Assistants" (or Spec Asses, as I liked to call them) who are appointed to the Senior Executive Service, without even having a "real" job. Political appointees love their Spec Asses and it is one way that they reward "loyalty".
I personally would love the government to get rid of the vast number of political appointees. They are at all levels and pay grades. They usually come into government service with only a vague idea of how government works, and by the time they figure it out, they are out the door so they can "make some real money".
