The fact is that Boehner was ousted by his own party.  It has been discussed for months that they would ask him to step down, and apparently they did.  But for public consumption he is stepping down and leaving Congress.  The problem is that the more radical members of the right will not be happy with anyone that is willing to compromise and try to get something done.
