A jerk is a jerk is a jerk.  They are everywhere.  It's a shame there aren't more jobs for people that just dislike other people and feel the need to be rude. 

I've not dealt with much in the way of public works so I have no experience, but I think it is less about who they work for as opposed to who they are as a human being.
