I don't think that is what he meant. The quality of the intelligence really increases as the classification goes up. I'm betting that he has seen some of the highly classified intelligence pictures and the quality of the detail is astounding. You would be blown away. And it is getting better all the time. Under Clinton, some intelligence sources were not encouraged, so that left us vulnerable. I have read that they have been fixing that problem ever since 9/11. You just can't fix it over night.
Also, in Bob Woodwards book, he alludes to some new intelligence methods/technology that Special Forces is using that is incredible.
From what I have read, the majority of the intelligence that was the foundation for invading Iraq was human intelligence, and the source did not have the access he claimed. I believe there were also pictures, but they misinterpreted what it showed. It's best when you can collaborate from mulitiple sources.
