As to whether CN, PA, NJ, HI are ahead or behind AL so what.  They are blue but MS, AL, KY and LA are ruby red and none of them are shining stars.

As for AL being an untapped land of opportunity...well when is it going to be tapped?  Its been 70 years since GA and AL and Atlanta and B'ham were population and economic equals.  What is AL waiting for?  Maybe AL will show more promise when they stop running Roy Moores for office!
