Not sure what you mean by a tune up, but very often a new air filter and fuel filter will make a tremendous difference in performance. I have an L2350 and replacing those two items have usually done the trick.
The fuel filter also serves as a water extractor and over time water can start making its way into the fuel fed to the cylinders, causing an intermittent significant decrease in power. Kubotas don't run too well on water, lol. My experience has been that it is at a minimum a yearly replacement.
Regarding the tires, I suspect replacing them may require a trip to the dealer or your friendly tire store. That being said, maybe a tractor trailer emergency maintenance truck would be able to do it if you purchased the replacement tires and brought them home.
Good luck with your efforts....if you use it to mow, the grass will be demanding attention very soon if not already.
