Being a "new" full time resident, when is the right time to put down new pine straw and to plant new plants. I guess I'm asking at what point are we no longer in danger of a freeze? When does one consider "Spring" to be here? (In VA, I was safe after April 15th)

Also, does anyone know of anyone that will provide and spread pinestraw for a reasonable price?
