The Federal Energy Regulatory Commission (FERC) issued a letter requesting additional information from Alabama Power Company (APC) regarding Smith Lake Fluctuations.
Please file within 45 days from the date of this letter the following additional
information.
1. Comparison of Reservoir Elevations and Flow releases under each alternative.
Please provide a quantitative analysis of water surface elevations and flow releases
for the Smith Lake development of the Warrior River Project (Smith Lake), adequate to
evaluate the Smith Lake Improvement and Stakeholders Association, Inc. (Smith Lake
Association) alternative. This alternative includes: (a) Smith Lake water levels remain
between 505 feet mean sea level (msl) and 510 feet msl between Memorial Day and
Labor Day (last week May through first week September); and (b) Smith Lake water
levels never drop below 502 feet msl. At a minimum, the analysis should include a
simulation of water surface elevations and downstream flows for three yearly inflow data
sets representative of high, medium, and low-flow years.
We suggest selecting the annual data sets by calculating the average annual or
monthly flows for each year and determining the years which best represent the 20
percent, 50 percent, and 80 percent exceedence inflows. In the event that the 20 percent
and 80 percent exceedence data sets do not adequately capture the effects for high and
low flow years, the analysis may also include yearly inflow datasets which capture the
extreme drought year and extreme flood year.
The output should include a graphic representation of water levels in Smith Lake
under Alabama Power Company’s proposed operation plan and the Smith Lake
Association alternative. The output should also include a hydrograph of the associated
flow releases from Smith dam, and one or two representative cross-sections downstream
of Smith dam, including an area which captures flows at the Gorgas Steam Plant
(Gorgas). This output should be provided for each of the high, medium, and low-flow
years evaluated.

SLISA welcomes the modeling request and remains confident that the modeling will prove that the SLISA Alternative will benefit both upstream and downstream users (minus Gorgas).
