I do not claim to be an expert in this area but I will be glad to give you my thoughts. You do not state the type or size boat you have. That would be very helpful. If you have a planing boat, I would run just above planing speed. If you have a non-planing boat I would find the recommended RPM from the manufacturer to deliver the most power with less fuel. My houseboat I/O motor has the most torque at about 2200 RPM and that is where I keep it most of the time going about 7 MPH.
