I don't think Holder is at the helm of this. As I read it, the city went to the DOJ seeking relief from the civil service requirement for a certain score. It's the city that is trying to get it lowered so their can hire -- the DOJ just said okay. At the end of the day, it is the CITY that must live with their decision.
