Flyfisher, I assume you were visiting the VA.  The VA is one of the worst government entities in the world.  As far as I am concerned, the need to fire everyone and start again.  I have a friend that was a lawyer at Social Security and from what she told me, it wasn't much better.  IN fairness to these people, they have a staggering workload and most of the time, their decision are overturned on appeal.  That doesn't make for a very motivated workforce  Additionally, thanks to the arcane personnel system and grading system, you cannot always hire the people that you need or pay them at the level that would be attractive to higher quality people. 

But I can assure you that if you visited an entity under the Department of Defense, you wouldn't find anyome sleeping at their desk.   It is very mission oriented, as required by our military, and a "can do" attitude is about all that is tolerated.  State and Commerce are about as flakey as it gets, based on my experience. 

And don't discount that the efforts of reducing the number of government employees, many places have replaced federal employees with contract employees and like any population, there are dedicated people and people that are just taking up time and space.
