Unless, of course, she told her staff to remove the marking of the documents so they could send them to her.  I've read that in some cases, there were no top and bottoms, but the paragraphs remained marked and she pleaded ignorance that she didnn't know what that marking meant.  And to make matters worse, she was an original classification authority, which means that she could classify and unclassify documents that were originatd by her. But that did not permit her to declassify or remove markings from documents that she didn't classify to begin with.  (for example, if an embassy classified it, that did not give her the right to declassify it or instruct that the markings be removed
