Another thought regarding Taxes

Hillary said during the debate that she would get money for her new programs by raising taxes on the wealthy, and then was falsely outraged when she accused Trump of not paying taxes and he said he was smart.
I have been thinking about hedge funds, shell companies, foundation and other loopholes that wealthy people with a team of accountants and tax lawyers use to keep their tax burden very low. These are allowable under the current tax code, so it is not like Trump did anything different than a lot of people. But in order to "increase taxes on the rich" I ask these questions 1. who are the rich - how do you define it? 2. if she is talking about the 1%, does that mean she plans to completely rewrite the tax code before she starts the additional taxes on the rich? 3. Or is this just smoke and mirrors and the ones paying the increased taxes will be the rest of us?
