No they can't always release excess water. One of the main purposes of the dam is flood control. If it is flooding downstream they can't release water, they may need to hold the water back. If the winter level is kept higher then that there is less water that can be held in the lake during our rainiest season. So do we raise the lake level for a couple of folks who are too lazy to use a trailer to boat in the winter and risk either flooding downstream or flooding around the lake. The lake level is based on historical weather data that goes back for decades. I see no reason to change it for a recent exceptional drought.
