The health and welfare of the people is a main purpose of government. Look at funding fo ZIKA wnich the Republican House could not approve. Yet, Scott of Florida who hates the Federal government is begging for Congress to return from recess and vote for funding. Obama has come to the rescue with funding from otherr programs.
