Most federal buildings are required to keep a certain amount of lights on for security.  Sometimes the lights in offices are left on by the cleaning people that come in after hours.

I wonder if that article on the electric bills are taking into account the fact that just about everyone has a computer which would normally be on 8-10 hours a day.  When you multiply that by the number of people that work in the building it uses a lot of power.  Additionally some of the old buildings in Washington do not have updated, effiicient power systems.  The gernal public would be very surprised at the conditions in some of those buildings.  (Some you cannot drink water from the water fountains because the pipes are so old).  Most of them have really inefficient heating systems too (as anyone who has worked in one will attest to).
All of the offices I've worked in had a sticker by the door reminding the last person out to turn off the lights.
