Okay, I'm not defending the practice. I wonder if it came about because of the deplorable condition of the pipes in a lot of those old buildings in DC, which makes the water undrinkable.
But, in every office I've worked, we've had a "water fund" that everyone that wanted to drink water or make coffee contributed to. Ran about $5 per month, per person.

I wonder if this isn't more the "royal" treatment that Congressional members have come to expect.
