I absolutely agree. Time for some zero based budgeting at the State Department. Got to be a quid pro quo and the State Department needs to measure what we are getting for our "good will". BTW, IMHO, State Department is one of the worst departments for implementing anything, and then trying to measure it's effectiveness.
