Surfing can be done in some chop, but it dosen't work well in very rough water. It's best in smooth water (to create a perfect wake) and that is probably why some abuse your slough. We surf, but only in areas where I can keep the boat several hundred feet from docks and shore. We have no problem with finding open areas that work even on the weekends.
