I believe you will find that Charter has a franchise agreement with Tallapoosa County that permits them to use the county rights of way for their cable lines, and the county does not have "control" like the PSC does over utilities. The customers are the "control" over the cable companies. Charter probably does not have an exclusive franchise and other cable companies may provide service to the area but choose to not do so. Having said that, the county commission can definitely express their dissatisfaction with the service provided by Charter and may be able to reach a level of management that individuals do not reach easily.
