that you have a place where the 10 people can go so they don't end up on the street.
You might be interested to know that similar things used to happen in my agency. Sometimes the Comptroller will just have to pull money from everyone and we didn't have a wide margin to find additional money. Especially when we got our budget in October and in January government workers got an overall increase in pay -- surprisingly, we didn't get extra funding to cover that. So we would have to hope that we would get our normal attrition.
If that didn't happen, we could get into a furlough situation. A couple of times, it was very close.
