Let's assume a guy has an apartment and pays $5,000 per month rent. His girlfriend moves in and he continues paying the entire  rent. He buys the food and all she pays is her car loan. She has a job and pays taxes.

Should she pay taxes on the 50% of rent and food?

By the way...he is a Republican with a great job, big salary, bonus, stock options  and she is a hot Democrat who works in a Doctor's office.
