Things are getting desperate. Desperate times require desperate measures.

Hobos should call a meeting of all 1000+ members at the dam.
Each member should bring a can of stop leak. The members one by one could pour the stop leak into the lake just above the dam.

The news media should be informed in advance of the mass protest.

While no one is looking Mav and the Hobo Pres could repell down the face of the dam with cans of spray paint. Paintng the following message:
"YOU HAVE BEEN PAID A FRIENDLY VISIT BY THE LAKE MARTIN HOBOS. DONT MAKE THE NEXT VISIT A BUSINESS CALL"

Meanwhile, LTL could organize his COUNTER PROTEST. He and his lone supporter, the blowup ewe would be living billboards having inscribed on their posteriors, "EWE DONT SPEAK FOR ME"

At some point Home Land Security would show up because Jim would call and tell them that LTL was going to deliver a "BLOW UP EWE" message to the Martin Dam.
