The problem you have with silicone is that as it dries and hardens it shrinks a little bit allowing water to get into those recessed areas around the bulb. I would not recommend any commercial two part epoxies because most of these contain some amount of silicone. Also, the commercial epoxies may say they work for any type of water proofing job but they are designed to be used in a manner where the epoxy covers the desired area COMPLETELY ENCASING it( all around it, 360* with no open ends that it can pull away from as it will when only partially covering a light bulb). To get an epoxy that will not shrink during the drying process you are more than likely going to have to pay a lot more than you would for a small amount of commercial epoxy. I would also think that you would not be able to obtain any from a commercial store. That seems like a very specialized product with limited uses. Usually you can only get products like that from the manufacturer of that particular product or an industrial sales representative business that deals in selling the products of industrial product manufacturers for the manufacturers. I could keep going but the bottom line is that unless you really want to spend a lot of time researching products and contacting manufacturers to find the right product and then run the risk of having to pay more money than you are willing to for just your one or two personal lights, and run the risk of killing yourself or others (You are talking about a lot of electricity and water in very close proximity to one another) you should just stop what you are doing and let someone who has done the research and testing handle making them.
